      What were you trying to do that didn't work?

      We need to discuss whether we keep the following WALA config change in the Azure image:

      ResourceDisk.Format=n

      By default this value is 'y'. However in the MSFT doc https://learn.microsoft.com/en-us/troubleshoot/azure/virtual-machines/linux/create-swap-file-linux-vm#disable-swap-creation-in-waagent-configuration it is set to 'n'. In the image builder configuration we have 'ResourceDisk.Format=n' for 9.6/10.0+.

      If we leave it as default('y'), it can generate the DATALOSS_WARNING_README.txt.

      QE should check if we leave it as default, whether it has some side-effect with cloud-init.

      Steps to reproduce

      1. Create a RHEL-9.6/10.0 image from Azure Marketplace
      2. Check /etc/waagent.conf
