During a code refactoring of the SELinux rules in the 'mysql-selinux' package, on the upstream, two rules important for the upstream MariaDB and the upstream MySQL packages were removed.

This was fixed on the upstream of the 'mysql-selinux' package here:
      https://github.com/devexp-db/mysql-selinux/pull/9/files

and the fix was release in the version 1.0.14 of the 'mysql-selinux' package:
      https://github.com/devexp-db/mysql-selinux/releases/tag/1.0.14

This ticket tracks the re-addition of the rules by re-basing the 'mysql-selinux' package in RHEL.
