Consider updating c-ares to (at least) 1.28.0 in RHEL 10

      NodeJS 24 that is currently being onboarded to c10s/rhel-10.1 requires capabilities introduced in c-ares version 1.28.0 (namely, ares_query_dnsrec; docs). Please consider updating the package.

      We can switch to using bundled copy of c-ares in the mean time, but we would strongly prefer if we could keep using the system copy.
