Collect logs when Windows can't start but load WinPE/WinRE successfully 

• need to find the Windows drive to copy files
• need to check what we can collect
  • Theoreticaly, EventLogs commands will fail because EventLog service is not running, but we can copy *.evtx files from %SystemRoot%\System32\winevt\Logs
  • HDD IO metrics are redundant in this ENV
• need to check how to replace commands "Get-WindowsDriver", "Get-Service", etc because they will get incorrect data
