RHEL 9 will have python3-dnf-plugin-multisig package. This package won't exist in RHEL 10 because there the functionality (postquantum singature verification) will be handled natively by DNF.

To ease an upgrade from RHEL 9 to RHEL 10, we need to obsolete python3-dnf-plugin-multisig by RHEL-10 python3-dnf. We need to do it because python3-dnf-plugin-multisig is written in Python and Python in RHEL 10 has a different major version and the dependency on python(abi) would prevent from the upgrade.

I proposed adding "Obsoletes: python3-dnf-plugin-multisig < 4.4.3" into python3-dnf package. "4.4.3" was the first version of dnf-plugins-core built for RHEL 10. dnf-plugins-core is a source component which builds python3-dnf-plugin-multisig binary package in RHEL 9.
