Goal

• Historically we only supported virtio-pci devices on Windows
• On ARM64 platforms we might have virtio-mmio devices present
• We need to enable support for those devices in vitro-win drivers.
• To do it: resource mapping functions should support "non-PCI" scenario, BAR access functions need to be re-written to enable usage of memory access 
•
