Simplify maintenance and extension of rteval-runner by separating out environment defaults and command generation logic that is specific to each runner profile (e.g., rteval, cyclictest, etc.) from the core runner framework.

• Move rteval-specific logic into dedicated modules or files.

• The core framework should provide common interfaces for handling environment, command setup, and result collection.

Acceptance Criteria:

• Core runner framework is free of rteval-specific logic.

• Code can remain in rteval-runner until system runner is more fleshed out.
