Passing a configuration file to a non-pod container is currently cumbersome in rteval-runner. Enhance the interface by providing a clear and straightforward way to specify and pass configs to containers running standalone (non-pod) deployments.

      • Simply provides a way to pass the name of the config you want to run as a variable

      Acceptance Criteria:

      • An option to define a config name that looks in /etc/rteval/runner-config
