dnf downgrade

dnf list samba-usershares samba-gpupdate

What is the impact of this issue to you?

dnf repoclosue is used in our compose tests.  It is always failing now and not letting our composes progress.

On a machine with samba-usershares already installed and the latest version, I am no longer able to downgrade samba

samba-4.22.2-102.el10

Steps to reproduce

1. $ dnf repoclosure --refresh --newest --disablerepo=* --repofrompath test-baseos,http://download.stream.rdu
   2.redhat.com/staged/9-stream/BaseOS/x86_64/os/
2. dnf repoclosure --refresh --newest --disablerepo=* --repofrompath test-baseos,http://download.stream.rdu2.redhat.com/staged/10-stream/BaseOS/x86_64/os/
3.  

Expected results

For the 9-stream, the repoclosure should pass

For the 10-stream, there should only be other unresolved issues, nothing for samba.

Actual results
