What were you trying to do that didn't work?

trying set-up realtime profile to conduct rt test for hardware certification.

once we set tuned-adm profile to realtime and reboot the system, it is setting back to balanced.

What is the impact of this issue to you?

blocking from getting RT certification

Steps to reproduce

1.load RHEL 10 OS

2.set #tuned-adm profile realtime

3.#tuned-adm active, profile to set to realtime

4.reboot the system

5.check for #tuned-adm active.

Expected results: 

active profile should be "realtime"

Actual results

active profile is "balanced"
