libkcapi 1.4.0 in CentOS Stream 9 is missing this change: https://github.com/smuellerDD/libkcapi/commit/7147f51d7512e92d9bbf1fed4f6949e0b1b60739 so it's not buildable in COPR or on a local system with a newer kernel (it fails in the %check section).

We ran into this while doing reverse-dependency testing for clang.  It's not critical to fix this, but if it's not fixed, we'll have to limit our testing of libkcapi since we use COPR for most of our testing.
