The default operator on Add Constraint page in GDT wizard is equal to. If user wants to use this operator, the field validation is not invoked until he selects some other operator, thus the Add Constraint page is marked as invalid, even if the demanded option (equal to) is already selected.

Similar problem is in Guided Rule Editor during selecting constraint operator.
