System Properties not taking priority over existing settings for ApplicationPreferencesLoader implementations

      Set system properties in standalone.xml

          <property name="drools.defaultlanguage" value="ja"/>
    <property name="drools.defaultcountry" value="JP"/>
    <property name="drools.dateformat" value="yyyy-MM-dd"/>
    <property name="drools.datetimeformat" value="yyyy-MM-dd HH:mm:ss"/>

      After RHDM boot, check the runtime system property values (e.g. by a simple Servlet).

      Reproducibility depends on order in AppConfigServiceImpl.preferencesLoaders so you may not reproduce the issue in RHDM 7.0.1. Just confirming the system properties effective in the fixed version would be fine.
