Remove OptaWebs from 7.x community builds

      OptaWeb Employee Rostering and OptaWeb Vehicle Routing are no longer shipped with RHDM. rhdm-7.11.1-decision-services-quickstarts.zip only contains optaweb-8.5.0.Final-redhat-00006. It doesn't contain a 7.x version. Therefore there is no point in maintaining and building the 7.x branch of optaweb-employee-rostering and optaweb-vehicle-routing.

      Let's remove them from the repository list.
