WID asset is missing in RHDM Decision central

It's not possible to create a new Work Item Definition in Decision Central in RHDM product.

To workaround this issue, you can import the WID file to Decision Central. The editor will open.

If the RHDM product have capabilities to manage Custom (Service) tasks, the asset and its editor should be present in product as well. Otherwise, since it is currently possible to install and use Custom tasks in Process Editor, the installation possibilities of Custom tasks and their presence in Process Editor's panel should be removed.

Acceptance criteria

Asset for creating Work item definitions is added to Decision Central.
