Description of problem:
If a row in a guided dtable does not have any restrictions/conditions, user is informed in the Analysis panel. Same goes for missing action. If the row is empty, creating and empty rule, no such warning/info is shown.

Steps to Reproduce:
1. Create a guided dtable.
2. Add a row. (Keep it empty.)

Actual results:
No report (no Analysis panel).

Expected results:
Analysis panel opens with information about a row being empty - missing both restriction and action.
