[Guided Decision Table] Salience Description if hit policy is used

In the add Attribute column wizard is shown description of the attribute Salience even when Hit policy that prevents from using Salience was selected.

The problem is that the view is not initialized properly. The attribute description should be shown just if some attribute was selected previously.
