Feature Overview (aka. Goal Summary)

Improve (add missing translations) for Backstage Core plugins like Catalog and Notifications.

Automate translations for plugins that are build with the overlay repository.

Goals (aka. expected user outcomes)

1. Improve localization in Backstage core plugins (close PRs that was already opened)
2. Finish left-overs from Phase 2. We have now a translation-cli to simplify the process or extracting translations from the code into and upload them to TMS. Next step should be that this gets called automatically from GitHub workflows to create automated PRs.
3. Stretch/Upstream communication: Stabilize the Upstream Internationalization Framework

Requirements (aka. Acceptance Criteria):

1. Core backstage plugins like catalog and notifications are fully translated (translation support and translations to French)
2. Overlay repository builds (OCI container images) contains translations
