Feature Overview (aka. Goal Summary)

The overlay repository gets an important place to build Backstage community and RHDH plugins, and is expected to become the source of truth for both productized and community RHDH plugins.

We have to continuously enhance its usability for plugin authors and stakeholders through increased visibility and tracking, additional automated workflow, etc ..., but also streamline robust management and curation of its content (through better owners definition for example).

This is a continuous process rooted in the feedback received from both plugin authors & other stakeholders (like release managers, content curator, etc ...), which is not directly tied to any RHDH release.
