Currently, catalog entities in https://github.com/redhat-developer/rhdh/tree/main/catalog-entities/marketplace are updated for every RHDH .y.0 or .z update

For example https://github.com/redhat-developer/rhdh/blob/main/catalog-entities/marketplace/packages/backstage-community-plugin-dynatrace.yaml refers to a plugin version and backstage version, which can change with every .z update and WILL change with every .y.0 update

So, we should move this manually crafted yaml into the overlays repo and make it generated via rhdh-cli or some other process, so that

• it is kept current
• can be included in the plugin catalog, external to the rhdh container
