Implement build pipelines that takes input from the overlay repo and create OCI artifacts in RHEC.

This Feature is to address tech debt / cleanup work in 1.10, such as:

deleting content we previously deprecated
cleaning up user doc
de-duplicating the sources of truth for plugin metadata, eg., why do we need oci references in BOTH catalog entities AND the dynamic-plugins.default.yaml? could the latter be GENERATED from the former?
