Feature Overview (aka. Goal Summary)
This feature aims to empower users to customize their default homepage within RHDH according to their individual preferences. Upon logging in, users will be presented with a default homepage pre-defined by platform engineers. Users will have the ability to modify this homepage by adding, removing, and rearranging dynamic plugin cards. The changes made by the users should be saved persistently in the database to ensure that their personalized homepage is retained across sessions and devices.

- Allow users to personalize their homepage to better suit their workflow and preferences.
- Ensure that user customizations are saved and persist across different sessions and devices.
- Provide a user-friendly interface for modifying the homepage.
Requirements (aka. Acceptance Criteria):
- Users see a default homepage designed by platform engineers upon login.
- Users can remove existing cards from the homepage.
- Users can add new cards from a list of available dynamic plugins.
- Users can rearrange the position of cards on their homepage.
- Any changes made by the user are saved in the database and persist across sessions and different devices.
- Users can revert to the default homepage settings at any time.
- The system should handle concurrent modifications gracefully to avoid data inconsistencies.
