Description of problem:

Sign in button does not receive styling when keyboard focus is given

Steps to Reproduce

1. Open RHDH login

Actual results:

The sign in button in the login page does not receive extra styling when I focus on it with my keyboard

Expected results:

I should be able to visually know when the sign in button receives focus
