Adjust CPU and memory limits for rhdh-e2e-runner & optimize CPU usage

      Description of problem:

      The configuration of Prow jobs started to throttle the CPU for the rhdh-e2e-runner for the main test step. This caused Playwright to be running too slow, causing the test run time to increase and the test cases to fail. 

      This was caused by a change in OpenShift CI scheduler.

      We have to adjust the config to request more CPU and optimize our tests to be less CPU intesnsive.
