Description of problem:

In the #2201 rhdh-plugins PR was raised point of fixing the tooltip style and expand the hover target to encompass the entire donut chart area for the homepage aggregated KPIs.

Prerequisites (if any, like setup, operators/versions):

• Scorecard plugin should be configured;
• Aggregated KPIs card should be added to the homepage;
• The aggregated KPI card should display any error (e.g. "Metric data unavailable", "No data found", "Missing permission").

Steps to Reproduce:

1. Open the RHDH homepage;
2. Hover to the aggregated KPIs card.

Actual results:

• The tooltip message is using different tooltip style
• The hover area to show tooltip for the error chart is thin data lines.

Expected results:

• The tooltip message is using tooltip style
• The hover area to show tooltip for the error chart is target to encompass the entire donut chart area.{}
