Description of problem:

Fix rbac reference.

Invalid commit was created for Update rbac workspace to commit 555afd4 for backstage 1.45.1 on branch main: https://github.com/redhat-developer/rhdh-plugin-export-overlays/pull/1849

It took version update commit of different plugin: argocd.

It may be that other Automatic PRs were merged with invalid commit sha, for example: https://github.com/redhat-developer/rhdh-plugin-export-overlays/pull/1870 as well.
