Description of problem:

For RBAC dev tests in the bcp repo with the Japanese translation, I'm getting a failure in a particular test case(refer to the attached image). It's finding two elements with the same name, which is not the case in any other language. In English, if I check it, it targets the element with the text "Overview", and the other element has the text "About".

Is it an issue with the translation?
