The Notifications title is not translating to other locales

Steps to Reproduce

 # Start any RHDH instance with i18n enabled
 # Change language in settings to any language other than English
 # Click on the notifications button
 # Check notifications title

Actual results:

The Notifications title is in English.

Expected results:

The Notifications title must be translated into the selected language
