Administration menu in sidebar not translating to other locales

Steps to Reproduce

 # Start any RHDH instance with i18n enabled
 # Change language in settings to any language other than English
 # Check the Administration menu in sidebar

Actual results:

The Administration menu text is in English.

Expected results:

The administration menu text must be translated to the selected language
