Self-service string not getting translated to Japanese, even though translation is present in the JSON files,

Steps to Reproduce

 # Deploy RHDH instance with i18n configured to use Japanese language
 # Click on the self-service button to go to Self-service

Actual results:

Self-service title is in English

Expected results:

Self-service title must be in Japanese
