Description of problem:

Fix and re-enable quick start e2e tests in e2e-tests/playwright/e2e/plugins/licensed-users-info-backend/licensed-users-info.spec.ts

Disabled with PRs https://github.com/redhat-developer/rhdh/pull/4065 and https://github.com/redhat-developer/rhdh/pull/4066 for release-1.9 and main branch.

Actual results:

e2e tests are skipped

Expected results:

e2e tests should run again in release-1.9 and main
