Description of problem:

While testing the Scorecard homepage cards in the cluster environment, I observed multiple UI styling issues that do not reproduce in the local setup.

Issues observed:

1. Tooltip styling is incorrect
   1. Tooltip does not appear as expected when hovering over scorecard cards
   2. Differs from the behavior seen in local development
2. “No scorecards” screen is broken on the Entity page
   1. The empty state / no scorecards UI appears misaligned or improperly formatted
   2. Affects usability and visual consistency
