Quickstart CTA buttons render as <button> instead of <a> in Japanese locale

Steps to Reproduce

1. Set browser locale to Japanese (ja)
2. Log in as Guest/Admin
3. Open Quickstart drawer
4. Inspect the "詳細" (Learn more) CTA buttons
