Description of problem:
**
We noticed a customer was using an external Postgres database and none of their catalog entities were processed by RHDH, it appears they had a different date style set in the database configuration resulting in a failure to process catalog items.
We should call this out explicitly in the product documentation so that users have all required information upfront when using their external database.
We should add the below note in this documentation section: https://docs.redhat.com/en/documentation/red_hat_developer_hub/1.8/html/configuring_red_hat_developer_hub/configuring-external-postgresql-databases#proc-configuring-postgresql-instance-using-operator_configuring-external-postgresql-databases
Note:
PostgreSQL must be configured with an ISO date style for catalog scheduling to work correctly.
