CI infrastructure issue: failed to wait for the created cluster claim to become ready

      When we run to many jobs in parallel the jobs fails after 1 hour with this error:

      {  failed to wait for the created cluster claim to become ready: timed out waiting for the condition}
      

      This happens quicker or more regular you expecting with our team size.

      Even automation like renovate which rebases the PRs on any push to the main branch enforces this problem.
