      Description of problem:

      Goal is to ensure that if we're skipping the build we ALSO skip the requirement to run e2e tests so that PR testing doesn't fail because it can't find the image that we skipped building

      For example, if we bump versions like in https://github.com/redhat-developer/rhdh/pull/3819/files there's zero need to spend hours and resources re-testing a no-op change.
