Description of problem:

https://github.com/redhat-developer/rhdh-local/pull/131 was generated pointing to the main branch instead of the release-1.7 branch. There is likely a bug in https://gitlab.cee.redhat.com/rhidp/rhdh/-/blob/rhdh-1-rhel-9/build/scripts/tagRelease.sh when calculating the target branch for the generated PR.

Probably need more complicated logic in https://gitlab.cee.redhat.com/rhidp/rhdh/-/blob/rhdh-1-rhel-9/build/scripts/tagRelease.sh#L744 so that for a new .0 GA we update main AND release-1.y latest, and for .z maintenance updates we only update the release-1.y branch related to that 1.y.z update.
