Description of problem:

Building and installing a third party plugin results in it correctly being listed on the Installed Packages UI, but the toggle is in the off position even if the plugin is enabled in dynamic-plugins.yaml

The tooltip indicates that the catalog entity for the plugin is missing, but it could be more helpful by directing users to documentation with example configurations (https://github.com/redhat-developer/rhdh-plugin-export-overlays/tree/main/catalog-entities/marketplace/#packages , https://github.com/redhat-developer/rhdh-plugin-export-overlays/tree/main/catalog-entities/marketplace/#plugins )
