Description of problem:

Test cases in the Extensions playwright spec failing consistently on 1.8 nightly jobs:

• Verify support type filters in extensions - looks for `Custom plugin` support level, can't find it

• Topology package sidebar for CI - can't locate a cell with text 'To enable actions, add a catalog entity for this package' for an installed plugin
