RHDH Documentation 3283

Important
Description of problem:
RHDH Local is mentioned in our product docs. As discussed in our SOS call today, since this is a Dev Preview feature, we should consider organizing it in its own "Developer" section so it's clear what the intended usage is.
The main section we should reorganize is section 5.5 Managing plugins by using Extensions but before we do so, we should clarify what is meant by "Development Environment". The current instructions indicate that an RHDH admin can deploy to a cluster with NODE_ENV=development. There are also additional instructions to set permissions so authorized individuals can install plugins. This seems to conflict with what's documented in the upstream RHDH Local docs :
- RHDH Local is NOT a substitute for Red Hat Developer Hub.
- It is for development and testing only, not for production use.
- It is designed for individual developers try out various RHDH features, not for teams as there is no out-of-the-box RBAC support.
- There is no official, commercial support for RHDH Local. Use RHDH Local at your own risk.
I think more work is needed to iron out the details on permitted use
