Description of problem:

Scorecard permissions pages formatting doesn't match formatting used for that page on other areas

The page loaded when Scorecard hasn't been configured for an entity, as well as if you don't have permissions to the Scorecard, don't use the right formatting, and the doc link doesn't go anywhere specific. 

This doc link behavior is also different than what Adoption Insights does for taking users to docs, that goes to GitHub, instead of RH prod docs.
