Description of problem:

Experiencing problems integrating the OCM and Kubernets/Topology plugins.

We'd like to configure hub clusters in OCM or Kubernetes (and use kubernetesPluginRef option) plugins and be able to retrieve resource deployed in the managed clusters when going to the Kubernetes or Topology entity card tabs in catalog.

I'm not sure if this is a product issue or our hub cluster infrastructure is not setup properly, however I think this scenario and proper setup could be documented better anyway.

Steps to Reproduce

1. Enable Topology, Kubernetes and OCM plugins.
2. Inside topology plugin configure a hub cluster using the "config" cluster provider method and "serviceAccount" authentication provider.
3. Reference this cluster inside the OCM plugin using the "kubernetesPluginRef" option.

Actual results:

OCM plugin successfully creates the cluster resources by using the hub cluster configured in the Kubernetes plugin. However when viewing the Kubernetes or Topology card tabs inside an entity, these plugins fail to retrieve data from the clusters that were created by the OCM plugin, returning a 403 error. 

Expected results:

I'd be great if we could configure the hub clusters inside the Kubernetes plugin, reference them inside the OCM plugin and be able to retrieve deployment information for entities from the managed clusters that are registered by the OCM plugin.
