[Tech debt][rhdh-local] Add CODEOWNERS or OWNERS file to clarify ownership

      Description of problem:

      There have been some folders contributed to the rhdh-local repo: developer-lightspeed and orchestrator.
      We should make sure that the folks who added these are automatically notified for review when changes are made in those folders, so they contribute to maintaining them.

      This can either mean:

      • either adding a CODEOWNERS file, but I believe folks need to have write permissions to the repo (check if that would be an issue)
      • or adding a dedicated OWNERS file in each directory, so that the OpenShift CI bot can automatically request reviews from them
