Description of problem:

The star icon color shown with different colors in the global header dropdown and on the table Actions column. Also, we want to make sure it appears only when hovering the row of the global header menu.

Prerequisites (if any, like setup, operators/versions):

Steps to Reproduce

1. Open RHDH and look at the header
2. Search for the Start icon and click on it
3. Make sure you see the list of already starred items (if not, go to the Catalog page and star some entities)
4. Look at the star icons in the list

Actual results:

The star icon color for starred items doesn't match the star color used in the table view. The star icon is currently visible on every item in the list, even when not being hovered over.

Expected results:

1. The star icon color on all starred items should be consistent and match the color used in the table view and follow PatternFly guidelines (and OpenShift)
2. The star icon should only appear when a user hovers over an item in the list. (Figma)
