      Cause - When a user creates simple permission policies and later returns to edit the role, the 'Configure Access' button does not appear if they wish to add conditional permission policies.

      Consequence - The user cannot add conditional permission policies to roles created with simple permission policies.

      Fix - showing the "Configure Access" button in the
      Role Form for previously created simple permission policies for plugins and resource types that support conditions

      Result - User can see "Configure Access" cta for previously created simple permission policies if the used plugin and resource-type support conditions and upon saving a new conditional policy should be created

      Description of problem:

      Currently if initially a user has created a simple permission policy they cannot edit the same by adding conditions to it instead they have to add a new conditional policy. User should be able to see configure access cta for previously created simple permission policies, if the used plugin and resource-type supports conditions, so that they can add conditions directly to it.

      Steps to Reproduce

      1. Go to rbac roles list page
      2. Click on edit button on desired role row
      3. Go to permissions section
      4. See that configure access is not shown for previously created simple permission policy 

      Actual results:

      Configure access is not shown for previously created simple permission policy even though the plugin and resource-type supports conditions

      Expected results:

      User should be able to see configure access cta for previously created simple permission policies, if the used plugin and resource-type supports conditions and upon saving a new conditional policy should be created
