Description of problem:

The topology empty state shows 'Permission Required' even when the permission framework is disabled.

Prerequisites (if any, like setup, operators/versions):

Steps to Reproduce

1. Configure the Topology plugin
2. Configure 2 clusters, one with resources deployed and the other with no resources
3. Start the app and switch to the cluster with no resources

Actual results:

The empty state for one with no resources shows "Permission Required"

Expected results:

It should show that there are no resources available
