Description of problem:

Keycloak OIDC authentication fails in DevHub (v1.1-102)

Prerequisites (if any, like setup, operators/versions):

RHDH 1.1-102
Helm Chart 1.1.1
OCP 4.15.0
RHSSO (Keycloak) 7.6.8.GA

Steps to Reproduce

1. Setup a keycloak Relm according to https://github.com/janus-idp/backstage-showcase/blob/main/showcase-docs/auth.md#oidc
2. Configure DevHub Keyclok Plugin according to https://access.redhat.com/documentation/en-us/red_hat_developer_hub/1.1/html-single/administration_guide_for_red_hat_developer_hub/index#limitations
3. add a user to the keycloak realm
4. try to log in DevHub via OIDC

Actual results:

User not found Error!

Expected results:

Authentication success

NOTE: it works if you downgrade the RHDH image to 1.1-97!
