Description of the problem:
When choosing to not enable persistence when creating a workflow with the Basic Software Template, the default values can still be seen in the "Review" step:

How reproducible: 100%

Steps to reproduce:

1. Deploy RHDH with RHDH Version: 1.1.1, Backstage Version: 1.23.4

2. Click on Create->Basic Bootstrap Template

3. Fill in default values, and do not enable persistence
4. Click on Review

Actual results:
The default values for persistence are visible in review pane even though persistence was not selected.

Expected results:
Values that are not enabled should be hidden.
