Description

The tests in the 1.1.x backstage-showcase branch are currently failing. I was able to track it down to these four tests. With the error 

Error: Missing required config value at 'backend.baseUrl' in 'mock-config' 

It looks like, for some reason, the app config that we are setting up in the environment is not being picked up properly for the AdminPage. This leads to the permission check to fail with the above error.
