GitHub rate limits cause failures

      Once components and APIs are created the github rate limits are being consumed quickly to eventualy be exceeded.

      Then the RHDH logs show the following error:

      Acceptance Criteria:

      • Collected data to support creation of documentation bug.
      • Create a doc bug to document concern about using whole primary rate limit of a github token.
      • Maybe it should be part of a troubleshooting section.
